I recently updated Elements thinking the latest version would be usable, but it didn't help. I do have 106,000 photos but between my i7 and a boat load of RAM I'd think things would be better. See system info below.
Currently my Pictures folder is set up with Year folders and then a sub folder of when I dump pictures from my camera, i.e. Pictures | 2016 | 12-25 Xmas.
I only have one catalog, so I'm thinking someone it going to tell me to split my folders into different catalogs. Suggestions here would be appreciated - catalogs by decade, activity,....?

You have a reasonably large Catalog. If you have Facial Recognition turned on under Edit > Preferences, turn it off. I have found that when this preference is selected, it really slows down the Organizer, especially when it is doing the initial FR index. Personally, FR does not help me organize my photos.
After you turn it off, restart PSE 15. Hopefully you should find the Organizer's performance much improved.

Totally agree on both turning off face recognition (the initial indexing is a huge task for a big catalog) and face recognition being a gadget to organize people. I have a ton of family and genealogy pictures, and FR does not help nor makes organizing easier, it's only a big burden on my computer.
I would add that splitting a catalog is a very bad idea.

You seem to have a considerably large catalog which for sure would be comparatively less faster than working on smaller catalogs.
