You have to complete the refining first, before you can use your brushes to add to, or subtract from the selection made when you chose "refine edge"
The dialogue box that shows the different type of masks has to be closed (by clicking one of the 3 choices OK CANCEL or DEFAULT before you can use your brushes.
The below image is a screenshot from PSE 2010.

Hi Glenn, Thanks for your reply. I am new to pse 10 and not too fimiliar with the program. I am trying to extract a image of a bird from one of my photos and add it to a different back ground photo. The edges of the bird are proving very difficult to capture onto a mask hence I wanted to use the edge refining option. All the tutorials are for later versions of the pse so I am struggling. Would you be kind enough to show me how I can achive this in a step by step instruction. Thanks. Ash

Photoshop elements 10 has the first iteration of Refine Edge that first appeared in photoshop cs3/photoshop elements 6 which did not include the Refine Radius Tool or Erase Refinements Tool.
The second version of Refine Edge included in pse 11 and newer has the Refine Radius Tool or Erase Refinements Tool.
If you want instructions for using Refine Edge in pse 10 search for either Refine Edge in photoshop elements 10 or photoshop cs3.
