If I upgrade to Mac OS High Sierra version 10.13.1 will Photoshop elements 11 work on it?
Apple in the not too distant future will not support 32 bit software. When this occurs, will Elements 11 be compatible with 64 bit?

I actually have pse 11 on mac OS High sierra 10.13.1 and seems to work pretty well. Haven't tried every single function, but i haven't had pse 11 crash.
As far as 32 bit apps, rumor has it that sometime in 2018, probably the next mac os version will quit running 32 bit apps, but we'll just have to see as the time gets closer and apple lets out more about 32 apps.
If it does come to pass that apple will no longer allow 32 bit apps to run, then that includes pse 11, which is a 32 bit application.

I have completely wiped my Mac and upgraded to High Sierra 10.13.3. I have re-downloaded and re-installed PSE 11 and although I can manipulate images, i can't Save them, Place files, Save As, Save to Web, Open, Open Recents... basically anything talking between my computer and the program no longer functions. Chatting with Adobe support was 100% useless and they just told me to search the forum. Trying to figure out what to do next.

I doubt PSE11 will ever work OK on your computer.
The only reliable alternative is to upgrade to PSE 2018.

I did more searching/reading and yes, it would seem that PSE 11 is just too dated for the new Mac software. Oh well, got 5 years out of it and that's pretty good. I had purchased direct from Adobe and see that I can get an 'upgrade license' for PSE 2018 instead of having to purchase a more expensive full license from scratch. I didn't even know purchasing from a Mac App store was an option.

The pse 11 from the mac app store is usually the version people have the most compatibility issues with when upgrading the macOS, so that's why i asked.
What exactly happens when you try to save, open or place images?

All of these commands that require retrieving a file from the computer OR putting/updating a file on the computer result in a pop-up box (from which one would normally select a file or folder) that is blank - either white and grey like the picture below, or solid black. When the pop-up is open/blank, all menu options are greyed out until you hit Esc to cancel. I have no 3rd party plug-ins for PSE 11. Thank you for your info.

That certainly is strange.
See if turning off your internet connection first before starting pse 11 makes any difference.

If you do go that route, shop around. Full licenses elsewhere sometimes cost less than upgrades from Adobe.

Full licenses are more convenient than upgrades since you only need one serial number to reinstall. Upgrades always need two: the upgrade number and the number of the version you upgraded from. The software code is identical for upgrades and full versions.
