Elements 12 menus and tools tiny on desktop and Surface Pro

I have used Elements for years. I especially like the bulk editing. I bought a Surface Pro 6 and download Elements but the text is so tiny I find it unusable. Any solution please?

Are you talking about the Editor?  Go to Edit>Preferences>Display and Cursors.  Under High Density Displays, try changing the UI Scale Factor to 200%.

I followed these instructions but at the display & cursors tab there is no "High Density Displays" dialog box or option.  I am using a Dell Desktop Computer with Windows 10.  Do you have any other suggestions to increase the size of the menu displays so they are readable and that a cursor cna accurately access the tools & menus?  My pictures work and display properly but the menu's around the frame of the program editor are very tiny.

I believe the 13.1 update to photoshop elements 13 was when Adobe added High Density Displays settings

on windows operating systems.
