Elements 12 Suddenly Won't Initialize Panels To Open

I've used Photoshop Elements 12 for years to import scanned images directly from the scanner... I can't do that with the newer Elements versions.   For whatever reason, when I attempt to start it now, it opens to the Initializing Panels window and stops.   I check the task manager and the program is not responding.    Dead in the water.   I've tried uninstalling and reinstalling and it may work once and then stop opening again.    I'm using a PC with Windows 7.   Updates current.

Please try clearing preferences once. To do so, keep Ctrl + Alt + Shift keys pressed while launching Editor. Say yes to the dialog asking to delete settings file.

Ratz.  I tried the procedure at lunch and I clicked yes as indicated but when the program gets to the installation of panels, the operating circle is spinning but doesn't go any further.  When I check the task manager it indicates the program isn't operating.

Any other ideas?
