Elements 13 photo downloader doesn't recognize devices

Can someone please help me? Three weeks ago, I was able to download photos from my card reader to Elements 13.  Now, the photo downloader doesn't recognize my card reader or camera.  It says "None detected. No device found" and I can't go any further
