elements 15 crop rotation

is there a way to rotate the crop from say landscape to portrait without having to keep calling up the toolbar?

Not if you are using a fixed aspect ratio. If using a crop with no restriction simply clicking the blue switching arrows between the blank width and height boxes in the tool options at the bottom, will flip the crop overlay.

I don't understand the question completely. What are you trying to do? Let's assume that you have a picture file.

On the tool's option bar, you can enter w=6", h=4", or w=4", h=6". This allows one to crop fixed size, as in this example, landscape vs. portrait. Where is the problem?
