It's camera dependent. Have you acquired a recent model?

Thanks to 99jon, PeruBob and MichelBParis for the feedback!

I have a Canon EOS Rebel Xsi 450 D, purchased in 2010. I’ve seen the
compatibility table that MichelBParis’ post referenced. According to that
table, and for my camera, I need a minimum Camera RAW plug-in version of
4.4. So, is my next step to go to Adobe *Camera Raw plug-in installer *(
https://helpx.adobe.com/camera-raw/kb/camera-raw-plug-in-installer.html)
and select the appropriate file to download? I see 3 Camera Raw installer
options there: 10.5, 11.4.1, and 12.2.1. Would I best off going for the
most recent one? Thanks again.

Your CR2 files should work with PSE 15. What happens when you try to open one in the Editor ? The camera raw dialog should open with sliders. You then click the Open Image button to get it into the regular Editor Expert mode. Are you seein an error message ?
