elements 15 download errors ?

I purchased Elements 15.  I have had several versions of Photoshop elements and have never had this type of issue.  I have uninstalled the program several time.  See error.  there  is no programs running.  How can I get this corrected or my money back?  thank you

Have you tried restarting the machine and then tried installing as the error message points out?
