I have seen another discussion reporting exactly the same issue but on a Lenovo machine. It is sadly unanswered.
I recently purchase Elements 15. I installed it first on my Dell desktop machine without a hitch. [Dell XPS 8300, Win 7 Home Premium service pack 1, 6Gb RAM, 64-bit]
On my Dell laptop the installation proceeds swimmingly up to 76%, "currently installing Microsoft Visual C++ 2015 Redistributable Pachage (x86)" and never progresses beyond that. I have tried a second time after a System Restore to roll out the latest MS system Updates but exactly the same thing happens - stuck at 76%. [Dell Inspiron, Win 7 Home Premium Service Pack 1, 4Gb RAM, 64-bit.]
Given that precisely this is happening on another poor unfortunate's Lenovo machine, this is too much of a coincidence. Clearly there is an issue, most likely with the Visual C++ package, either getting it or installing it.

PS:
Canceling the install does nothing either. I answer "yes" to "are you sure you want to cancel the install" and it continues to stare dumbly at me in the stuck install.

Same problem. My copy is Elements 15 and Premier Elements 15. Both have the same problem. Can Adobe provide help??

You may need to go to the Microsoft site to get an update, but first try a repair from:
Windows Control Panel >> Uninstall or Change a Program

Just bought the software for elements and premier 15 this afternoon and have been staring at it for the last two hours at 77% installed.
Obviously a Microsoft/Adobe problem which appears to have been around for years. You should fix it.

Hi John,
is your issue resolved ? This happens on windows 7 if installation is done while windows update is running in background , please open taskmanager and kill any update which is running then try installing PSE
