Elements 15 iPhone imports going to wrong Shot Date subfolder

I've recently upgraded from Elements 14 to Elements 15.  I have my Preferences->Camera or Card Reader set to save in a file "Photographs\2016" and to Create Subfolder(s) Using: Shot Date (yyyy mm dd)"  I've noticed on photos imported from my iPhone that at least some are filed in a folder with a later date than the shot date.  As an example, the Information view shows a recently imported picture with date 12/16/2016 6:27 PM (PST) incorrectly filed in a folder "Photographs\2016\2016 12 17\", ie filed in a folder one day later.  It would almost appear the filing decision is being made based on GMT rather than local (PST) for the photos.  This date based filing algorithm was working correctly in Elements 14.  I would appreciate any suggestions on how to fix this.  It makes it difficult to reliably locate photos shot on a known date.
