Rupali,
Are you aware of the bug in PSE2018 for the Help >> About plug-in >> camera raw ?
It appears randomly.
The command makes you exit Elements totally.
This has been noticed by several users. I just reproduced the bug.
Workaround:
Use 'Open in camera raw' for any jpeg.
You can see the version from the 7th icon in the top menu (3 horizontal bars).
After that, you can use the help << About plug-in without the error.
Windows 10 (1803) version, PSE2018, ACR 10.2.

Thank you. The version is 9.12.0.784. I cannot take a screenshot .
I'm sorry but I just can't get to the position mentioned in the workaround
note.
David.

David,
The workaround is only for the bug preventing you from getting the detailed version which you have found.
It should be 10.2.0894 in PSE2018.

I am having the same problem. I get the notice to update Camera Raw in PSE 2018. The process starts then I get a message it failed. I've tried to update about a dozen times and cannot complete the update. If I click on the Error Log link it just says file not found. I have version 9.12.0.784. Any assistance appreciated. Mary Ann

Hi David,
The logs can be located at the below location:
C:\Program Files (x86)\Common Files\Adobe\Installers
On the mentioned location, there should be a file named as 'Install', could you please check for any errors logged in this file and share the details here?
Regards,
Vipin
