I purchased elements 2019 from Adobe directly this month, the organizer works fine but I am unable to operate or use the PHOTO editor?
Am I correct that the photo editor comes with elements 2019? I know that the video editor is another purchase.

Just to be clear:
Photoshop Elements is the image (photo) editor.
Premiere Elements is the video editor.
Each of them come with the Organizer.

Hello,
You can either purchase Photoshop Elements 2019 individually, or you can purchase both Photoshop Elements 2019 as well as Premiere Elements 2019 in a bundle. Depending on whether you purchased the bundle or Photoshop Elements individually, you may or may not have the access to the video editor (Premiere Elements 2019).

If you purchased a photoshop elements upgrade the serial number will commence with 1057.

Try making a desktop shortcut.
Instructions below are for pse15 so substitute v17 or 2019 when navigating the file path.
Right-click anywhere on the desktop and choose
New >> Shortcut
Click the browse button and navigate to:
C:\Program Files\Adobe\Photoshop Elements 15
Inside the Photoshop Elements 15 folder scroll to the files beginning with P and find the application.
Choose (highlight) PhotoshopElementsEditor
Click Next and then Finish
You should be able to use the new desktop icon in future to launch the PSE15 Editor directly.

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Try holding Alt-Ctrl-Shift when opening the program.
