Elements 2019 frustration! [How to undock the tool bar and layers from the workspace?]

Just installed Photoshop Elements 2019 and can't figure out how to undock the tool bar and layers from the workspace. What am I missing? In past Photoshop programs you could free float the tool bar and the layers panel around the desktop. With this version, the toolbar/layers/etc are all locked into one workspace.

Under the "More" button in the lower right corner of the toolbar, you can choose Custom Workspace.  The Layers panel can then be floated.  The toolbar is fixed.  Documents can be floated if you choose that mode in Preferences>General.
