Elements 2020: Can you add a stroke to warped text?

I added warped text to an image and it seems you can't add a stroke to warped text.  Is that true?

Please post a sample of the "warped text" so that we may look at it .  You can post the text file here on the forum page via the Insert Photos icon at the top of the reply box.

Can you apply the stroke before you warp it?
