On windows 10 as admin from CD or from download Elements 22 fail to install all software up to date PLEASE ADVISE

2 error codes come up independently of each other I tried on multiple laptops (4) all up to date W10 errors code 4 and code 81 there are no answers from Adobe support they must know I can't be alone if on 4 good laptops won't install.

Error code 81 comes when there is another Adobe installer is already running.
Can you please open task manager and check if any other Adobe installer process is running? If Yes, Please close and then try.
You can also try the LBS installer available here: https://helpx.adobe.com/download-install/kb/photoshop-elements-downloads.html, to use the installer from here, you would need an interent connection.
