What happens when you try to use a Filter Gallery filter?
The most common causes of the Filter Gallery not working as expected are the document being 16 Bits/Channel (not being 8 Bits/Channel) and/or not being in the RGB Color mode. (Image>Mode)
Having the Background/Foreground Colors in the Tools panel the same color or very nearly the same color.
