Elements 2024 Organizer: Can't write back ratings to Files via

I am using Organizer in Elements 2024 to bulk rate photos.   All my latest files are HEIC format.  When I go to apply the ratings via 'Apply Metadata to Files' so I can further use these, the ratings do not get applied.   If I edit and rewrite as a JPEG, this works, but clearly I do not want to bulk do that.

 

The only work around I can think of is to move all the '5 star' photos to a subdirectory, and work with these, but clearly this is awkward at best, and removes a degree of flexibility. 

 

As I purchased this upgrade specifically to work with HEIC files, this is frustrating, as this is the main thing I use this for.  I only edit one in 20 photos.  Mostly I am sorting and curating.

As a workaround, you could create an Album or a keyword tag for your rating system, rather than creating sub-folders.  This would provide you as much flexibility as the star system.
