I can confirm your report.  There have been a number of temporary server issues lately so it will probably be cleared up in a day or two.  I will report it to Adobe.

I just upgraded to Elements 24 yesterday (8/7/2024) and I get the same 404 error.  I tried going the link on multiple differnt browsers.  Is this still an Adobe system problem?  I had a chat with Adobe yesterday and they recommended I download the manual PDF.  I would really rather have an online resouce which I assume would be interactive.

I experienced the same behavior today.  Come on Adobe - Fix It.

In the meantime, you can call up the Photoshop Elements 2024 Web Help site by going to the following link through your browser:   Adobe Photoshop Elements Learn & Support.  This portal has pretty much most of what you might need.

Good news!  Looks like Adobe has fixed this 404 issue for the Help menu items in PE2024.  Everything is working today for me.
