If you want to contact Adobe Customer Service (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):
https://helpx.adobe.com/contact.html?rghtup=autoOpen will automatically open the chat window.
Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

What, exactly, happens when you try to open it?
If there is an error message, what is the exact wording?
Can you open it directly from the exe file in Program Files?
Did you go to Help > Sign in and enter the serial number?
Did you purchase it directly from Adobe?

Thanks for answering.
I down loaded the program directly from Adobe on Nov.9, 2023
I click on the Adobe icon and my main page opens up as normal. When I click on
Photo Editor, I get a message bar saying, "loading adobe photoshop editor workspace..." with a spinning star
next to it on the left. This usually only takes afew seconds. As of yesterday, this takes now about
30 seconds or better and then just nothing. The message bar and star jsut go away and all I see is the
adobe main page. The workspace just never loads.

Try this:
Restore default preferences
Preference settings control how Photoshop Elements Editor displays images, cursors, and transparencies, saves files, uses plug‑ins and scratch disks, and so on. If the application exhibits unexpected behavior, the preferences file could be damaged. You can restore all preferences to their defaults.
Note: Deleting the preferences file is an action that cannot be undone.
Do one of the following:
Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after Photoshop Elements begins launching. Click Yes to delete the Adobe Photoshop Elements settings file.
Go to Edit > Preferences (Mac: Photoshop Elements > Preferences > General), click the Reset Preferences on next launch button, and then click OK. When you restart Adobe Photoshop Elements, all preferences are reset to default settings.
A new preferences file is created the next time you start Photoshop Elements Editor. For information on a specific preference option, search for the preference name in Help.

Can I do that if the program was just a download? I do not have a disk.

If you have the serial number, yes.
If you registered it with Adobe, you should be able to download it from your account.
If not, you can download the trial from here:
https://www.adobe.com/products/photoshop-elements/download-trial/try.html
Save the downloaded installation file in case you need it again.
Then go to Help > Sign in when you open the Editor and enter the serial number.

I will but it might not be for a day or two. I''ve been put on overtime
at work.
Last Sunday, I was on the Adobe help site talking with an "agent". He had
me try a couple things that did not work. I was told that someone would be calling
me within the next 24-28 hours to try and sort things out. That time has now gone
by without any contact. Getting a little frustrated.
I appreciate your help, very much.
I'll let you know how it goes.

After a few days I was able to have one of the tech guys do a remote
acess and he was able to get things sorted out.
I do have one other question.---
When I open my elements main page, it list my recent files.
Is there a way to NOT display that list?
Thanks for your help.
