Elements 8 - Screen Capture Coloring

I would like to try to recreate the coloring of 2 gifs I have found online, but I'm new to this coloring thing.  I have attached 2 of my screen captures, and the 2 gifs.  Can someone please help me recreate the look using just Photoshop Elements 8
