Elements 9 in Windows 10 Error 1316

I have tried to use the information from the forums, but I could not follow

them in Windows 10. Can I get instructions for removing Photoshop Elements

9 that gets the 1316 error while running windows 10? I need to get

Photoshop back on my machine as soon as I can. Please help me or tell me

how to get help.

Nothing hear talks about Windows 10. 10 is different from the previous
