On my new laptop I cannot use my Photoshop elements 9 due to the full HD screen; 1920 x 1080 with 150 % settings. The menu's are very tiny and the cursor is divided in a vague tripling. In windows 10 it is not possible to change the settings to 149 or 151 %.
I find this very disappointing for an A-brand photo editor.
For the newest version 15, I see the requirements are still 11024 x 768 on 100 %, while most people who work with photo's change to screens with much higher definitions.
Is there any solution to normally use elements 9 on a full HD screen?
Is it possible to normally run a newer version on a full HD screen?
Will future versions have more screen settings possible?

PSE9 is very old and unlikely to be supported on HD screens.
In PSE15 you can have 200% enlargement:
You are using version 9 so there is nothing you can do unless you change the resolution of your screen downwards from the Control Panel of your operating system.

I don't see this in the system requirements;
elements 9; 1024x576 display resolution
elements 15; 1024x768 display resolution (at 100% scale factor)

There was no hidpi display by that time.
Tell us how the redactors of the system requirements could mention a not yet created technology?
Change your screen resolution from Windows as indicated by Mytaxsite.co.uk.
