Elements 9 - Organizer will not Function

I upgraded to MS W10. I have the CD and Serial Number. The program installs OK. However when I open the Organizer I get message "Directx could be initiated"

I have removed Directx and reinstalled fro MS website several times and still continue to get the same message.

Look at the suggestions 'MORE LIKE THIS' on the right part of this page. You'll find this post:

I just purchased Photoshop Elements 13. The Organizer does not open. Message says Directx/DirectPl...

This is a typical effect of the last Windows 10 upgrades.
