What is not responding? What happens?

Why was it reinstalled?

I used it this morning. I restarted my windows 10 computer and photoshop kept locking up windows said it was not responding. So I did a uninstall and reinstalled same thing happened several times

There was a recent update to Windows 10, and since then there have been several postings here reporting problems.

Adobe did not change your old program, but the operating system has changed.

Suggest that you refer to the many posts with suggestions for a fix.

If all this fails, you can download/install PSEv.15 as a free 30-day trial. If it works for you, you can purchase the license subsequently.
