I downloaded PSE15 yesterday 6/10, receiving the file "PhotoshopElements_15_LS30_win64.exe". I ran that and files were extracted to a folder in the default location (desktop). I clicked 'finish' to continue the installation. I received the following error:
"Adobe Installer / ! We've encountered the following issues / Installer has detected that a machine restart may be pending. It is recommended that you quit the installer, restart your machine and try installing again."
I closed out, restarted the machine, and tried to launch the installer from the set-up.exe file. I received the same message. I did this 3 times and received the same message.
I contacted support by chat this morning and was told to download the program again. I ran the downloaded .exe file and then clicked 'finish' at the end, and received the same error again. It never gets to the point of installing the program, so there is nothing to uninstall, as chat suggested. All I can do is delete the folder and try again. What is going on and how do I get out of this loop to finally complete the installation?? My machine is an HP Spectre, Win10/64bit, 16GB RAM, Intel i7/dual-core 2.7 GHz, 465 GB available space. I DO NOT already have an earlier version of PSE.

Did you try clicking on Ignore button and then proceed with the installation process?
If not, please try to do so once.
In case, you are seeing issues in initialization of installer, please try updating Adobe Application Manager from Adobe - Adobe Application Manager : For Windows : Adobe Application Manager : Thank You

Thanks for posting in Adobe forum.
I understand you are facing issue in installing Adobe Elements in your machine.
- Please create a new user account with administrator privileges. And try to use the software in that user account. By this we can check the functionality of your current user account.
- You need to create a new admin user account in your machine & try to use both the software’s & check whether you get same issue or not .
- If Adobe Elements installs successfully in your new admin user account then you should be able to use it in your current account as well. Also it will be a kind of indication that shows there is some issue with your current user account that is not allowing you to install Adobe Elements properly.
- Before installing Adobe Elements make sure you download & install Adobe Application Manager by clicking here.
- After installation please double click its icon on your desktop screen to complete the installation.

I am the administrator. My one and only account says: administrator (I have had no trouble installing other programs). I installed the Creative Cloud manager, but PSE is not part of the CC suite. So why do I have it now? I tried to install PSE15 again and got the same error. It sounds like no one knows about this error or how to resolve it. If this can't be resolved, we need to find a way to generate a refund. I am going to uninstall the CC manager.

Adobe Application Manager plays a very important role in the installation process of Adobe Elements. I am requesting you to create a new admin user account just for testing.

I downloaded the Application Manager update and installed it again. I ran PSE installer and it gave the same error as before. BUT, I chose 'ignore' instead of 'quit' (honestly, I don't know if ignore was a choice before). It continued with the installation/registration. At the end it gave an error screen: "Some items for the following product(s) could not be installed correctly." It said to check the error summary, but when I clicked on that I was told: "your file was not found". So, I don't know what didn't install correctly, BUT PSE15 is finally installed and does open. What a flaky process. At least it worked eventually. Thanks.

I have encountered the same exact issue over a year later then your post. You would think that in that time adobe would have updated the installation process so this issue doesn't happen. It doesn't give a lot of confidence in the product that it will work properly and isn't in fact missing something.
I suggest adobe look into this and resolve this issue so as to not erode customer confidence in their product.
P.S. I have the latest version of PSE18
