Error message "Could not load actions because an unexpected end-of-file was encountered"

I oped multiple RAW files into PSE raw editor... edited as i normally do. then when i clicked "open photos" i got the error message "Could not load actions because an unexpected end-of-file was encountered". All of my saved actions that i have accumulated the last 6 years were gone and my preference settings were reverted back to default.. someone please help! (i use mac and have PSE version 14)

Which OS are you using e.g. Mojave, Catalina?

Elements 14 won't work with Catalina.  You will have to update to Elements 2020.
