Windows up date was just installed on my computer , now when I try and open images I get an error "cannot complete request, due to parsing jpg data. I am so busy today and already have lost an hour of my day.

Did you read that discussion of today ? There are dozens of discussions about that Windows update issue.
Problems with PSE 14, can't parse jpeg data and not enough ram memory?
If you are in a hurry either:
- Roll back to the previous Windows version
- use the solution to edit the Windows registry:
Error: An integer between 50 and 8 is required | Elements | Windows 10

Michel, thank you I did read some of the earlier questions, and quite a few of them said some one form Adobe took control of their computer and corrected the issue, can you do that for me?

If you are on Elements 2018, you might try the chat option of the Customer support. I think that they did help a few users, mainly to investigate the problem and to test the registry edit. I don't think they have enough staff to take care of the thousands of users with the issue, but that's worth trying. Don't expect such help if you have an older version.
To tell you the truth, I don't even know how to take control of another computer . I am very confident that the registry edit is safe to run but I would not like to take that responsability myself.
