error U44M1P2003 on updating photoshop elements 12

I get the above error code when updating Elements 12. Numerous tips are on the forum re this error dating back over 5 years and I have tried checking the registry entries for my PC. These seem OK. Are there any other avenues I can take? Is a full delete and reinstall the only real option? I do have my license and order number. Please advise!!!!

There are no recent updates for Pse12.

The latest version is Pse 2019 which can be purchased at the upgrade price.
