eyedropper tool options missing

ps 2020 .There are no other  options on the eyedropper tool.I cannot create sample points.

I don't understand the problem. Which options are you looking for? What are you trying to do?

I am trying to find neutral grey area on EXPERT VIEW.To correct white balance on photo.

This is the Photoshop Elements forum.  Elements does not have the sample points feature.  If you are inquiring about Photoshop CC, you need to pose your question in the Photoshop Ecosystem Forum.

I suggest you either use the Levels dialog (Ctrl+L):

Alternatively, use the Enhance>Adjust Color>Remove Color Cast dialog:
