When I download photos with the name beginning FB_IMG to my PC all looks great until I try to import them into PS Elements 10. Then the image is not visible. The only solution to date is to open the file on my PC with Paint, save as the same file name and close paint. Then the file will move over to PS Elements 10 just fime. Is there a simpler solution and why does this problem exist?

The problem appears to exist because certain third-party applications save jpg files with non-standard formatting. Your solution to the problem is as good as any.

To be precise, those apps (FB, Whattsapp...) use the metadata section of the jpeg to write proprietary values in non standard locations, which fools advanced apps but not most basic ones which don't even read that metadata section.
I agree with Greg_S. Your solution is good. Another one is to use the ability of PSE to open jpegs or psd, tiff files in the ACR module. Menu File >> Open in camera raw. This lets you use that powerful module to edit those formats in the same way you edit raw files. Many advantages for this kind of parametric and non-destructuve editing (you save the 'recipe' without changing anything to the original). I do edit nearly all my jpegs in ACR.
