Can the filename be changed within Adobe Elements 14.  If so, how?

File > Save as, but the original final will also exist.

To change the file name, it is best to do it in Windows Explorer with the file not open in Photoshop Elements.

Yes, you can do it either through Elements Organizer or Editor:
