Adobe photoshop elements 2019. Only shows flat card templates and no folded card templates.

AFAIK, there is no folded card template in Elements 2019.

A half-fold card is typically a standard page folded in half (top-down or left-right). 

Print side A, flip paper, print side B, fold paper in half.

For that matter, you could do this in MS Word with an Avery Half-Fold card template.
