I don't really understand what you are seeing and what you want. Let's try step by step.
Before that, keep in mind that keep in mind that the concept of the organizer is not mainly to manage folders, it's to use the database organization via keywords, categories, albums... The folders management is there to give you additional ways similar to what the explorer or finder can do. I have more files and folders than you have now, and I find the folders view adequate for my needs.

I can't imagine you have a master folder with 419 subfolders on the same level. I imagine those are on various subfolders levels. Displaying a folder tree of 419 items, whether on the same level or in various levels, all being shown, is not realistic. Browsing such a list is much, much too long. You may find other browsing tools which are more flexible than the organizer (Bridge, Faststone...) but the general rule in interface implementation is to allow developping a folder, then one of its subfolders etc. That's the concept of hierarchies. In the Organizer you can develop several subhierarchies from two folders for instance.

There is also an option to show only the last level subfolders displayed as an alphebetical list as you have found. Its purpose is to provide a quick way to find a subfolder when you have a folders hierarchy in which the last level folders have significant names for searches. That's usefull to find events (for instance you have 'Christmas" subfolders in years subfolders...) or to find by date if you have a hierarchy based on dates (such as 2017-09-18). That was one of my request years ago, but I am not sure how many users take advantage of that.
