For a couple of weeks now I have not been able to open my Elements 9. The message I receive is "Photoshope.com services are currently unable. Please try again late or check your network connections. Error 400. I dont understand why I am having issues

I am having problems signing on to use my Elements 9 software.  Just recently each I tried to sign on I receive the following message on my screen,

"Photoshop.com services are currently unavailable.  Please try again later or check your network connections. Error 400."

Can you help me?  The s/n is

Unable to log in to Photoshop.com services

That service is closed since July 2013. Just ignore the message.
