grayed out commands on pull down menu

Photoshop elements 2021 most of the pull down items are grayed. I'm unable to convert to rgb, resize, crop etc.. please help

A locked layer can still be resized or the mode changed.  The only reason I can think of for those menu items to be greyed out is:

• you don't actually have an image open
•  the image is in 16 bit mode
• you are in Quick mode

However, not all of those menu items would be greyed out in each case.

What OS are you using?  Do you have an image open? Are you in Expert mode?  Have you opened a raw image in 16 bit mode? 

Were the menu items working before but have suddenly stopped working?  If so, try resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.
