The serial is 24 digits, no letters, just numbers staring starting with 1057.

(the X's below represent numbers)

1057-XXXX-XXXX-XXXX-XXXX-XXXX

So make sure your entering the right numbers.

You may even need to look at the serial with a magnifying glass to be sure.

If you just bought it, then the serial could be the wrong one. Like for mac instead of windows.

Very unlikely adobe would be able to do anything with 17 year old software serial numbers.

Did you ever have it installed on a computer?

And your sure it's photoshop elements 1 from circa 2001?

My advice would be to cut your losses and get an up to date version of photoshop elements 2018.

Even if you installed it, it likely wouldn't run on Windows 10 and maybe not even on Windows 7.

Photoshop Elements will not install on Windows version 7 and up without a trick. See:

If you follow the instructions Elements 1 will even work on Windows 10, it seems. Although I fail to see the point, seeing that open source and free software is available which is far more up to date in terms of features.
