healing tool pse9

Hi, i have a problem with my healing brush. When ive clicked alt. and start moving my mouse-the whole layer starts mooving.When i click left tab on mouse it stops mooving but no effect of brush!

Tryed to reinstall the program several times,give it more memory,unplug all usb devises,reset all tools...

In the tool options for the Healing Brush Tool, click on the small icon just to the right of Sample All Layers and then check Clipped.
