I've tried changing format to Jpg on iphone but same result

Cheers

I'm not sure what your problem is.  The Organizer catalog is simply a database of files stored on your hard drive.  It does not make a copy of them.

Either you want to keep your photos or you don't.  If you want to keep all your photos stored on your computer, but not display them in the Organizer, you simply select the photos in the Organizer's grid and delete them.  When you do this, you will be given the option to also delete the files from your hard drive.

All file management operations (move, rename, delete) must be conducted in the Organizer.  Otherwise, as you have found, the files will become missing in the Organizer.

Changing a file from .heic to jpg only adds another copy of the file (in a different format) to your computer hard drive.

If this does not clear things up for you, please explain your problem in more detail.
