Help appreciated from the experts

My computer is dead.  I have downloaded Photoshop Elements 13 onto my new computer and in order for it to work I cannot deactivate from my old computer.

This is frustrating because there are no contact email or phone numbers for me to express my frustration.

Can someone please respond via email or phone.  Or just simply deactivate from my dead computer so that Elements can be reactivated on my new computer.
