Help to change setting of thumbnail photo on floating window?

I had a problem with my registry after the download and a tech from Adobe fixed it.  However when I have my settings at floating window and I open it will only open as a thumbnail photo.  I can enlarge it but it opened larger previously and I don't know how to get it back to do that.

Thanks

This is another issue created by the Windows 10 (1803) update.

Elements 15: Floating all windows not working | Photoshop Family Customer Community

The RAM bug does not appear for all users, but the small window in floating windows hits everybody. There is no known solution, only a few tips to lose less time adjusting the windows sizes. For instance, don't set your preferences to floating windows. When you have opened several files (from the editor or the organizer) you can use either the menu to 'float all windows' or the display icon on the bottom bar to do the same. All the images in your photo bin will be displayed in big windows.
