any suggestions would be greatly appreciated for help with removing sunspots from a photo.

You may be able to make selections of the good parts (like the shirt of the man on the right) and duplicate them in a new layer.  Then place it over the spot on the man in the middle and play with the clone and healing tools.

I used the clone stamp tool

Brightened and sharpened the picture

Colorized the face of the man in the middle.
