how do i activate the window-images-cascading in photoshop elements 10?

When I hit the windows-images, all of the cascading and tiling options are grayed out.  How do I activate them?

Go to  Edit>Preferences>General

Is "Allow Floating Documents in Full Edit Mode" checked?
