Photoshop Elements is mainly a photo editor, not a page layout or printing software. It uses the same  printing solutions offered by the home printers with their drivers, not all the 'pro' printing options necessary to print on commercial presses.

To get an idea of the alternatives to the Adobe InDesign, do your own searches, like this one:
