How do I flip this picture to landscape to be 5x7 for a picture frame?

Click IMAGE at the top, and then select ROTATE in the drop down menu

All that does is turn the picture. I am asking how to turn a portrait sized picture into a landscape and have it be a 5x7 with 7 inches being the width so I can put it in a frame that is 5" High and 7" Wide.

Create a new blank file 5" high and 7" wide. Place your picture inside it.

Alternatively,

1 - rotate

2 - resize image to 5" in height

3 - resize canvas to 7" in width; white background, image in the middle.
