How do I open individual images in Photoshop Elements 2019 Expert mode

I've been using Elements 11 for over 5 years with no problem. I recently purchased Elements 2019 for my Mac OS Mojave. I have always used the Expert mode to open images to edit and they open separately so that I can view them side by side if needed. Now with 2019 they appear across a bar at the top. I'm sure it must be a quick preferences fix but I can't figure it out. Any help would be appreciated.  Thanks in advance.

In Preferences>General, enable the box for Allow Floating Documents in Expert Mode.
