I have Elements 14 and tried to do the manual update. Says I am up to date. However, I have a newer Olympus camera
Adobe only provides updates for current software versions, so you cannot update a non-current version of Elements to the current ACR plug-in. Elements 15 is the current version and only it can be updated.
You can use the DNG Converter 9.8 (or newer) to create DNGs from the camera’s native raw files, and those DNGs but not the native raws will open in the older ACR plug-in for the older Elements.

So does Elements 15 include Camera Raw 9.8?

Elements 15 ships with ACR 9.6 but can be updated to something newer. I cannot definitively say it can be updated to ACR 9.8 because at some point in the spring it stops getting updates, when Adobe starts work on the next version that is released in the late summer or early fall; however, since ACR 9.8 was released in December 2016, it should work with Elements 15, I just cannot confirm this because I don’t have Elements 15, myself, only Photoshop.
The current Adobe website information says 9.7, but it seems to be outdated, because is also doesn’t list Photoshop, itself, as being updated to anything beyond 9.7, but I can tell you my PS is already updated to 9.8 so obviously the website information is not quite up-to-date.
My suggestion, if it would be acceptable to buy an Elements upgrade to 15, then download the PSE15 trial, make sure you can update it to ACR 9.8 then you can decide if you want to pay for it during the trial period. I see 99jon has given links to the DNG Converter.

Ok I found the download for DNG. Thanx. I will consider Elements 15 depending on difficulty using DNG. Hope it is as easy as 99jon says. Thank you both for the assistance.

PSE15 can be updated to ACR9.8 from the Editor menu:
