How do I use PSE 11 on a new computer?

I'm asking this for my partner. His computer crashed and he has a new one. He has the disks for PSE11 and has installed it on his new one but it won't allow him to use it properly. He is told he has x amount of uses only. How does he put his license onto this computer?

The installer is supposed to ask for a serial number during the install process

Once installed, I think there is an option in the HELP screen to register

HOWEVER... New Mac/Windows operating system are not friendly to old programs

Mac or Windows, and exactly which version of the operating system?

He is out at the moment but as soon as he comes back I'll check what Windows version it is. The problem, as I understand, is that it shows as registered elsewhere because he had it on his old computer. That computer totally crashed and he wasn't able to deactivate the registration from there.

He thinks he needs to buy a whole new one now, but that doesn't make sense to me at all. He has the disks (bought himself...so one owner)
