When I add a photo to a blank canvas the photo goes to the center of the canvas and I can't move it. Adding a second photo to the same canvas it goes in the center over the first photo and I can't move it.

Select the 'Move' tool' in the tools palette on the left. The location for the imported file is shown with the 'marching ants' on the coutour. Click / hold on one corner, resize and move the file where you want; you can also rotate if you wish.
Look at your layer palette on the right: your new layer has a small icon showing that this is a 'smart' layer'. That means that the moved image is only shown as you want for size, location and angle, but its pixels have not yet been recalculated to its definitive position and size. You can alter your size, location as you wish without losing quality or resolution. When you are happy with the location and size, you can 'simplify' the layer, which calculates the pixels to allow all kinds of editing afterwards. Smart layers are great for flexibility to test your layout without losing quality and without having to calculate size and resolution in advance, but you can't do all kinds of edits and they take a lot of space in the final psd or tiff layered file.
