I am using PSE 2020 on a Windows 10 PC. I have a few images that I downloaded from Adobe Stock. How can I add them to PSE so they can be sellected in the Graphics > Backgrounds panel?

Walter, I know of no way to do it.  And, really, why would you want to?  The stock photo becomes a background as soon as you open it.  If you are using the Organizer, import the files and tag them so you can find them easily.
